review. The proposal, review process, and information on how to respond to this notice are described
below. A copy of the site plan and zoning map is attached. I am the staff person handling the case.

Type I, an administrative decision with appeal to the Oregon Land Use Board of
Appeals (LUBA).
Proposal:
The applicant proposed to divide an existing lot into two 2500 square foot parcels (25 ft x 100 ft) for
detached houses. The official address of the site puts it on N Lombard St. but the site fronts on N
Oswego Ave. This site was formerly part of the self service storage site at 8150 N Lombard St., across N
Oswego St. The site is within the St. Johns Plan District which allows reduced density on small lots (less
than 10,000 sq. ft.) in the R1 zone. The site is within a Design (ādā) overlay zone. The Community Design
Standards will apply to development on the site at the time building permits are submitted.
This partition is reviewed through a Type I land use review because 1) the site is in a residential zone (2)
fewer than four lots are proposed; (3) none of the lots, utilities or services are proposed within a Potential
Landslide Hazard or Flood Hazard Area; and (4) no other concurrent land use reviews are requested or
required (see 33.660.110)
